You can mine soul gems at geode veins( You may find grand and black soul gems around level 31) There are 14 Corundum veins, 6 ebony veins, 34 geode veins, 3 gold veins, 2 moonstone veins, 3 orchalcum ore veins, 3 quicksilver veins, and 3 silver veins. There are about 30 filled soul gems available for the taking in the College of Winterhold (check both the Arch-Mage's Quarters and all the dorm rooms). Once you take them all, simply wait two weeks (takes about ten minutes real time) and then all of the gems will have respawned. For me, this has been the easiest way to get soul gems yet.

It could probably also be a mix of all those really. Since there is so little to go on then it is pretty much up to the user to fill in the blanks.

There are 36 geode veins scattered throughout Blackreach: 34 in the cavern itself, and 2 in Silent City Catacombs. 23 of these geode veins can be mined to yield level-dependent empty soul gems (grand soul gems and black soul gems start to appear at level 16 with a very low probability, that increases till level 30 (grand)/31 (black)).

The mined soul gems are level-dependant; at level 16 grand and black soul gems will start to appear, and the probability for either will max out at level 31.
